Davies will give the keynote address at the Wine and Spirit Trade Association event, which is themed “Growth in a low growth environment”.
The conference will focus on the challenges facing businesses in the drinks sector amid a deepening recession at home and continuing economic crisis in the Eurozone.
Sir Howard is one of the foremost economists of his generation and a former director of the London School of Economics.
Previous roles included chairman of the Financial Services Authority, deputy governor of the Bank of England and director general of the CBI.
He is currently Professor of Practice at the Institut d’Etudes Politiques in Paris and a non-executive director of Morgan Stanley and the Prudential.
The WSTA Conference will be hosted by chairman Nick Hyde and will be held on 26 September.
WSTA chief executive Miles Beale said: “Our annual conference provides a forum for the industry’s leaders to consider the major issues facing the sector.
“Set against an enduringly harsh economic backdrop I am sure WSTA members and others in the industry will benefit from the insights of one of Britain’s leading economists,” he added.
